Civil service training has acquired a significant place for itself in the public personnel administrative system. Not only does it develop the competence of an officer, but it also inculcates in him a set of values, which may be desirable in a particular socio-administrative milieu. India is today considered among the countries having a most advanced system of civil service training. There has been a phenomenal growth of training institutions, faculty, training programmes, training materials, training techniques, and above all, a training consciousness.

Likewise, civil services in India are the backbone of its administrative machinery. They have played a vital role in the task of nation-building, right from the time we attained independence, to the present day, though we now see a big change in it.

Nevertheless, very few attempts have been made to bring together the best of readings in these areas, which could prove useful for both trainers and trainees alike. The present volume is therefore designed to present a few of the important papers on training, civil services and personnel administration in the Indian context.
