Higher Bureaucracy and Social Change

Bureaucracy, which is quite often criticised for its indifference towards development and social change, has an added importance in this era of neoliberal globalisation, especially in any developing societies. This is because of them being the only group that can successfully withstand the avalanche of globalisation. When millions lags behind access to food, water, sanitation, health care etc., the role and responsibility of the state and there by bureaucracy increases, irrespective of the fact that whether they are taking up this responsibility or not. This demands a change in the mindset of the bureaucratic order who are the agents of development and social change in every society. The present book is one critically analysing the role of higher bureaucracy as an agent of social change in the era of liberalisation and globalisation.
