This collection of essays reprints some of the author?s works during the 1960s which, during that and the subsequent decade, were frequently drawn upon in the formulation and discussion of industrial policies, but which have been out of print for a long time. Even when they were readily accessible, they were often quoted or used without reference to the analysis and conclusions in the original, which dealt with the structure and system rather than only their abuses or deficiencies. With the lapse of time, their contemporary flavour provides a historical perspective which is useful when policy changes are actively debated. It includes a lecture delivered in 17 January 1983 which gives an overview of industrial policy till more recent years. Barring minor editorial alterations, the presentation is as in the original; the studies have not been updated.
Two works included in this collection, namely, four chapters from the author?s The Structure of the Corporate Private Sector ? A Study of concentration, Ownership and Control 1966 and Volume I of his final report on Industrial Planning and Licensing Policy 1967, are based upon the collection and analysis of primary data, an effort which was spread over about nine years, beginning 1958. A third work, the chapter on Industry which he contributed to Volume III of the Gazetteer of India, chronicles industrial policies from the Imperial era till the end of the Nehru era. Also reprinted is his review in The Economic Weekly of the Monopolies Inquiry Commission report which sets out his views on the statutory regulation of concentration and monopoly.
