The book contains a collection of articles covering different, complex issues of law enforcement and the challenges encountered by the police in their law enforcement work. During the last two decades the country has advanced in many directions, but there has been a definite decline in the standard and quality of policing. A crisis is enveloping the country?s law enforcement machinery. Increase of violent crimes, acts of terrorism aided by sophisticated devices, inadequacies of the criminal justice system compound the challenges before the police.
Police is the most enduring and ubiquitous symbol of the Government and the people often judge the functioning of the Government by the way in which the police function. Decline in the quality of law enforcement is coupled with blatant misuse of the police by the politicians for their partisan ends. Unfortunately, for a variety of factors police serve the ends of the regime in power and do not function as upholders of the rights of the people and fail to display ethical and moral responsibility that go with the possession of wider powers. There is now demand from the civil society for greater police accountability and systemic reforms.
I do hope that this collection of articles will evoke interest among academics, law enforcement officers, human rights groups and will help the cause of evolving appropriate strategies to deal with the problem bedeviling law enforcement.
