Notwithstanding so much of attention paid to the welfare of scheduled tribes during the six and a half decades of independence, they are still at the bottom of human development. Even, they are being gradually dispossessed of whatever resources they had under their control in the past. In fact, the modern development paradigm cannot address the problems of these people and there is an urgent need for an alternative paradigm.
